Skagit County Community Justice Center

Designed to address a decade of overcrowding, this facility expands capacity and strengthens rehabilitation‑focused programs and services.
The Skagit County Community Justice Center replaced an outdated jail facility with a 107,800 SF, 400‑bed justice complex designed to better support rehabilitation, safety, and operations. Approximately four times larger than the original jail, the facility includes multiple housing classifications, including single, double, quad, and dormitory units, along with courtrooms, dayrooms, central control, administration, visitation, medical and dental clinics, food service, laundry, locker rooms, and work-release program areas. A centrally located control tower oversees security systems, lighting, and water across the campus, while extensive site work addressed demolition, soil remediation, dewatering, utilities, and a new perimeter access road. Durable exterior materials and upgraded interior finishes create a safer, more supportive environment for staff and inmates, with the facility designed for future expansion up to 800 beds.

As one of the largest buildings in Mount Vernon, the design of the new justice center combined functionality, simplicity, and integration with the local environment. Landscaping, fencing, and solid walls surround the property to ensure the privacy of the facility from the public traveling by. Architectural elements included modulating the building and using different exterior building materials, including concrete, wood, steel, and glass, to enhance the aesthetics of the facility, as well as provide a visual break to the sheer size of the large building.
